The program's purpose is to provide support for the Dam Safety Program of the California Office of Emergency Services in an effort to reach a goal of 100 percent completion of Emergency Action Plans (EAPs) on state-regulated dams categorized as High-Hazard Potential (HHP), meaning a breach would threaten loss of life and extensive property damage.
California has 1,594 dams, 1,248 of which are state-regulated, and of those 684 are HHP. Of the HHP dams more than 340 do not have an EAP, and current state law does not require them to have EAPs. There is compelling need to greatly increase that number of EAPs for HHP dams over the next few years to assure the health and safety of Californians who are at risk in the event of a dam failure.
The DamSafetyAction.org website and outreach program is part of an initiative by the National Dam Safety Review Board and the Federal Emergency Management Agency to assist states with significant numbers of HHP dams in their efforts to achieve greater compliance on EAPs.
